Individuals and Legal Residents
Individuals who are a U.S. resident and U.S. citizen or have been lawfully admitted for permanent residence and has been residing in the U.S. for a minimum of five consecutive years before applying.
Medicare Applicants Must Meet One of the Following Conditions:
• Age 65 or older
• Have a qualifying disability and are receiving Social Secuirty Disability Insurance (SSDI) or Railroad Retirement disability payments for at least 24 months.
• Diagnosed with End-Stage Renal Disease (ESRD) or Amyotrophic Lateral Sclerosis (ALS)
Original Medicare (Medicare Part A and Part B)
• Medicare Part A covers inpatient-related care that occurs in a hospital or skilled nursing environment.
• Medicare Part B covers most medically necessary services and supplies and durable medical equipment.
Medicare Plans May Expand Coverage
• Medicare Part C, also called Medicare Advantage, not only covers Medicare Part A and Medicare Part B, but it also may cover additional benefits that are not covered by Original Medicare.
• Medicare Part D helps beneficiaries pay for medications. Although many Medicare Advantage plans may cover prescription drugs, beneficiaries can enroll in a standalone Medicare Part D prescription drug plan.
• Medicare Supplement Insurance Plans, also known as Medigap, help pay for deductibles, copays, and coinsurance that are left behind by Original Medicare.

Beneficiaries can add coverage to Original Medicare or choose a Medicare Advantage plan.
Original Medicare (Medicare Part A and Part B)
Beneficiaries can add Medicare Part D, Medigap, or both to Original Medicare. The following are possible Medicare coverage combinations:
• Part A and Part B
• Part A, Part B, and Medicare Part D prescription drug plan
• Part A, Part B, and Medicare Supplement Insurance
• Part A, Part B, Medicare Part D prescription drug plan, and Medicare Supplement Insurance
Medicare Advantage
Beneficiaries can choose to get their Part A and Part B benefits through a Medicare Advantage plan which may have additional benefits not covered by Original Medicare. The following are possible Medicare Advantage plan options:
• Medicare Advantage plan without prescription drug coverage
• Medicare Advantage plan that includes prescription drug coverage
• Medicare Advantage plan and a standalone Medicare Part D prescription drug plan

• The Initial Enrollment Period for new beneficiaries is seven months long. This period includes the three months before and the three months after the beneficiary’s 65th birthday, as well as the entire birth month.
•If the beneficiary's birthday is on the first of the month, the 7-month period starts earlier. It starts 4 months before you turn 65 and ends 2 months after the month you turn 65. Generally, your Medicare coverage starts the first day of the month before you turn 65.
• For those with a qualifying disability, the Initial Enrollment Period is based on the benficiary's 25th month of getting Social Security disability benefits.
• After turning 65, beneficiaries will automatically enroll in Medicare Part A and Part B if they receive social security or Railroad Retirement Board benefits.
